: Tass reports that Russia will deliver a second S-400 surface-to-air missile system to China.
: Two Russian Tu-95Ms and two Chinese H-6K bombers jointly patrol a pre-planned route above the Sea of Japan and the East China Sea, “strictly in accordance with international law,” according to a Russian Defense Ministry statement. Both South Korea and Japan scramble military aircraft to ward off the bombers.
: A delegation from the Cyberspace Administration of China (CAC), which oversees national cyber policy, meets officials at Russia’s state communications watchdog in Moscow. Russian state telecoms watchdog Roskomnadzor says in a statement that it discussed cooperation with the Chinese and had agreed on further meetings in the future.
